The government has set strict eligibility criteria, and only selected families based on socio-economic conditions can access the benefits. Before applying, it is important to know whether you fall under the exclusion list.
Here is the complete list of people NOT eligible for the Ayushman Card.
The Ayushman Bharat scheme is meant for economically weaker sections. Therefore, families with better financial status or assets are excluded.
Below is the official exclusion list:
Anyone who pays income tax is considered financially stable and not eligible for the Ayushman Card.
If you or any family member holds a government job, you cannot apply for the (PM-JAY) Ayushman Card.
This includes:
Central government employees
State government employees
PSU employees
Families owning:
5+ room pucca house, or
A house of large permanent construction
are excluded, as they fall under the well-established category.
If your household owns:
A car
Jeep
Tractor
Other four-wheeler or commercial vehicles
you are not eligible for Ayushman benefits.
Families earning more than the defined poverty-level income (as per SECC database) are automatically excluded.
The following groups are NOT eligible:
Lawyers
Doctors
Chartered Accountants
Engineers
Architects
Shop owners with large commercial businesses
They are considered “non-poor” households.
Families running:
Large shops
Manufacturing units
High-income enterprises
are excluded since they do not qualify as economically vulnerable.
Households having:
Irrigated land more than 2.5 acres, or
Non-irrigated land more than 5 acres
are not eligible.
If your job or institution already provides a health insurance package, you are not eligible for Ayushman Card benefits.

Belongs to economically weaker sections

Has no government jobholder
Does not own a four-wheeler
Lives in a kutcha or small pucca house
Has low or irregular income
